The Crowd Management (PSFC) course is designed for all personnel designated to assist passengers in emergency situations onboard passenger ships. The course follows the standards set by the STCW Convention and Code (Section A-V/2, Paragraph 1) and is mandatory for seafarers working on passenger vessels.

The training focuses on developing the knowledge and skills required to manage crowds effectively, guide passengers to safety, and assist in emergency situations such as evacuation and muster operations.

Note

This course is mandatory for all crew members assigned to passenger vessels as per STCW requirements.

3-Tier Process for Effective Training for Seafarers (Physical Classes)

The Directorate General of Shipping (DGS), Government of India, has introduced a structured 3-Tier Process to ensure effective, transparent, and standardized training for seafarers attending physical classes. This process is designed to uphold the quality of maritime training and ensure seafarers are properly skilled and compliant with global standards.

The 3-Tier Process Includes:
Seafarers must register their attendance through biometric verification to ensure genuine participation in physical classes.
Participants will undergo an online assessment after completing the course to evaluate their understanding of the subject.
Certificates are generated through a secure digital system, linked to the DGS portal, ensuring authenticity and preventing misuse.

Current Amendment Details


The latest amendment is outlined in the DGS Training Circular No. 5 of 2016, dated 12 August 2016, which updated the certificate format and officially renamed the course in compliance with TEAP B, Appendix V/3B. It aligns with the IMO Model Course 1.28, changing the course title to 'Crowd Management, Passenger Safety and Safety Training for Personnel providing direct services to Passengers in Passenger Spaces'
